I'm pretty sure for the license plate you'll need a 'proof of insurance' document along with the car title and your own ID.

Where I live currently, the auto license and the drivers' license are different offices: the car tags have the county name on them, so have to come from the county court house. Back in Arkansas it was one-stop shopping.
